Советтердин бүткүл россиялык 2-съездинде Л. ЭКСтин төрагалыгына шайланып, 1918-жылдан жумушчу-дыйкандардын коргонуу советинин төрагасы, Бүткүл союздук БАК (ВЦИК) <abbr data-short="м-н" data-full="менен" data-extended="true">менен</abbr> БАКтын (ЦИК) мүчөсүнүн кызматын аткарган. 1918-ж.
